Los Angeles Massage Parlors: Violations found at several Huntington Beach massage parlors
Recent inspections of 20 massage parlors in Huntington Beach uncovered 71 municipal code and building safety violations, and at least three parlors are facing temporary closure.
The May 5 inspections were part of an ongoing investigation regarding allegations of prostitution and human trafficking, according to a report posted on the Huntington Beach Police Department’s Facebook page. The social media posting was confirmed by Police Chief Ken Small.
No arrests were made for prostitution or trafficking.

Women involved in prostitution at massage parlors are often forced into it as a way to pay off the debt they owe to those who brought them to the United States, he said.

Since 2009, when state legislation loosened the grip of local law regulations on massage parlors, Huntington Beach has seen more than a 500% increase in such businesses.

Los Angeles Massage Parlors: H.B. cracks down on suspected illegal massage parlors
HUNTINGTON BEACH Officials involved in a sweep of 20 massage parlors as part of an ongoing effort to investigate businesses suspected of harboring prostitution and human trafficking operations found 71 violations, according to a report.

A possible victim of human trafficking who worked at an illegal massage parlor awaits transportation in a police vehicle during a crackdown in Garden Grove in 2009. Huntington Beach police on May 3 launched an investigation into 20 massage parlors suspected of illicit activities.

“In 2009, the State of California enacted legislation implementing statewide oversight of massage parlors and the issuance of massage technician licenses,” Small wrote. “That action essentially meant that Huntington Beach was no longer able to regulate these businesses as we had in the past.”
The city currently has more than 60 massage parlors and many of the new businesses are not the legitimate kind, police said.

Los Angeles Massage Parlors: Wambaugh’s latest offers suspense
I had an Elmore Leonard moment while reading Joseph Wambaugh’s latest novel, Harbor Nocturne. While enjoying the savvy dialog, the exciting pacing, and characters only Los Angeles could produce, a thought occurred: the guy writing this is 75 years old! He still gets it. He’s right up there with Dutch Leonard when it comes to good guys and bad. The lingo, the crimes, and the interwoven emotions still spring forth like a youngster might write.
Harbor Nocturne, the fifth in Wambaugh’s Hollywood Station series, focuses on LA’s San Pedro district, one of the busiest harbors in the world. A young Croation longshoreman, Dinko Babich, is on suspension for smoking pot with his co-workers. While at home with his doting mother, Dinko runs into his old classmate, Hector Cozzo.
Hector asks Dinko to perform an unusual favor. He’s to deliver a novice Mexican strip club dancer to a massage parlor. That’s it. Only Lita, the beautiful nineteen year old, calls Dinko looking for a place to stay. Dinko never expected to fall in love with his cargo.

Los Angeles Massage Parlors: Hawaiian Gardens Seeks Answers to New Post Office Site
Councilmember Barry Bruce said if the money is returned, the school could always come back to the council for a donation of $5,000 for another project. “We’re all for helping education, but I don’t feel we should put in all that money into one project. We don’t have the funds and we need to consider all the other requests we receive.”
”Fedde Principal Carol Castro told LCCN the field trip is still on. She said they are still trying to raise funds so the parents will have a minimum out-of-pocket expense. “We’ve been planning this trip for the students all year and the parents do not want to cancel it now.
Any additional contribution will be appreciated.”
In other business the council also approved the second reading of an ordinance governing massage parlors in the city. Under state law local cities may adopt reasonable health and safety requirements and provides local authority with jurisdiction over massage establishments.

Los Angeles Massage Parlors: BOOK REVIEW: ‘Harbor Nocturne’
When a strip club dancer named Daisy hears that her baby sister was one of the women who died in the container, she tells Lita and another girl that she is going to the police to inform on Kim. Lita later sees Daisy confronting Kim, and then Daisy disappears. Lita is frightened of what Kim might have done to Daisy and what he might do to her, so she calls Dinko and asks him to pick her up. Dinko hides Lita in the house he shares with his mother, and the two begin to fall in love.
As Kim searches for Lita, Markov has Cozzo introduce a Russian gangster with apotem-nophilia (the desire for the amputation of a healthy limb or limbs) to a massage parlor customer with a prosthetic foot. Unknown to Cozzo, the “customer” is Jetsam, one of the surfer cops. Jetsam, who lost a foot in the line of duty, was recruited to work undercover for the vice squad.

Los Angeles Massage Parlors: Second South Pasadena massage owner, employee charged in prostitution sting
On Friday, another South Pasadena business owner and one of her employees pleaded not guilty to similar charges. Massage Villa owner Ling Ling Kuo, 44, is charged with running an illegal business and Xiaosu Xu, 25, of Diamond Bar, with soliciting prostitution.
Li is scheduled for a pre-trial hearing on April 26 and Wang is scheduled for arraignment that same day at Alhambra Superior Court.
The sting, spurred in part by online comments made by alleged customers, come as the South Pasadena City Council wrestles with concerns about a proliferation of massage parlors in the city.

Los Angeles Massage Parlors: Controversial Common Ground Program to Move Out of Santa Monica

April 16, 2012 — A program for homeless youth that was at the center of the controversial relocation of Common Ground will be moved immediately to Venice as the agency begins work on its new facility in Santa Monica, agency officials said.
The Homeless Youth Prevention and Education (HYPE) program was part of Common Ground’s move south on Lincoln Avenue from near Pico Boulevard to the former site of the Skin Paradise massage parlor on Cedar Street, where officials said they will begin renovations on Monday or Tuesday.
The latest developments comes two months after more than 60 neighboring residents packed a community meeting to air concerns that the non-profit center that provides HIV education and treatment for the under-served would bring crime to the area.
“This program has been drawn the attention of many in the community and arguably may have been the single largest point of contention related to our relocation,” Jeff Goodman, Common Ground’s interim executive director and board president wrote in a letter to City and community leaders Wednesday. “So we are hoping this will be well received news by all.”

La Mirada City Council addresses new massage business regulations

The La Mirada City Council took the first formal steps on Tuesday night to enact new standards on state required regulations when it comes to possible future massage establishments.
City Planner Gabriel Bautista told the city council that due to a 2009 law, cities such as La Mirada now have less “local control and authority” over massage businesses. He said the law, known as Senate Bill 731, transferred the authority to regulate massage parlors to a new state agency known as the California Massage Therapy Council.
“As a result of the new law, cities may no longer require their own independent testing and background investigation for massage practitioners,” Bautista stated in his report to Mayor Gabe Garcia and the other city council members.
