Presenting crime statistics over the past year, Huizar noted that violent (so-called Part 1) crimes in Eagle Rock went down from 541 in 2010 to 519 in 2011. Larceny (theft) went down 14 percent and auto theft was reduced by 12 percent, the Council member said, pointing out that there were no homicides or rapes. Los Angeles Massage Parlors: Foot massage parlor looking to open in strip mall on Telegraph Road

DOWNEY – A foot-massage parlor has applied to open in a Downey strip mall.
Rosemead resident Fan Qiao has applied to open an 11-seat spa at 9448 Telegraph Road near Passons Boulevard.
The application is to go before the Planning Commission on Wednesday.
In general, the customers will get a foot soaking and a foot rub, according to the permit.
But the city has worries about parlor, saying that other massage places have given cities trouble in the past.
The permit states that the staff can’t massage the leg above the calf. And shoulder rubs are allowed as long as clothes are kept on.

The San Gabriel Valley has dozens of foot-massage parlors, and reviews on websites say that the massage usually does not stop at the calf.

Downey has one other foot massage parlour, Happy Foot Spa on Lakewood Boulevard north of Florence Avenue.

Jason Anderson, a San Bernardino County deputy district attorney, was the guest speaker at the walk, and singer Crystal Rome was scheduled to perform, organizers said.
Anne Michelle Ellis with the Coalition Against Sexual Exploitation for San Bernardino County said her organization has eight departments to help girls who have been sexually exploited.
She oversees a team that includes a juvenile probation officer, a social worker and a therapist with the Behavioral Health Department.
“Our goal is twofold,” she said. “We do a lot of awareness training, and we also have an outreach arm.”
Events like Sunday’s are important because many people don’t believe human trafficking is a problem in the United States or the Inland Valley.
Organizers stress the opposite is true.
Sexual exploitation includes forcing girls to work in massage parlors, strip clubs, pornography or prostitution, Ellis said.

Bob Huber is taking a proactive move to discourage adult filmmakers who might be thinking of relocating to the city by pushing an ordinance that likely will mirror the hotly-debated ordinance approved Tuesday by the Los Angeles City Council. It calls for denying permits to production companies that don’t require male actors to wear condoms.
The proposed law still needs Mayor Antonio Villaraigosa to approve it and then a committee must be formed to figure out how to enforce it.
“We’re not going to accept the pornographic purveyors from Los Angeles County,” said Huber, who as mayor already has cracked down on illicit massage parlors. “This is a family-oriented town, and we’re going to rise up and keep them out of our city, whatever it (lawfully) takes.”
