“We don’t know if that’s true yet, but if it is, that’s very sad,” Mayor Frank Scotto said. “There are too many (massage parlors) in Torrance now and we have to go down the path of finding a way to regulate them.”
An updated ordinance to control the proliferation of massage parlors is in the works.
